can a registered agent be a managing member at the same time?

Answer

Yes. Anyone with a street address can be a registered agent for an LLC. An outside company (such as the service who formed your LLC), can act as your registered agent as well.

Can I be my own registered agent using a Mail box service that has a street address (e.g. a UPS Store mail box)?

That's the point of a registered agent--to receive process.

If your registered agent is a company, then who working at the company can receive process depends on state law.

Companies that offer registered agent services have a system perfected for receiving service of process. If they are served, your LLC will be served and the summons forwarded to whomever your LLC and the registered agent company have designated.
