llc majority owned by non-US citizens

Can a non-US citizen purchase a US citizen's shares in an LLC and continue to operate with only a minority US member? In this case will US authorities seek to tax foreign owners on their share of profits?

I'm not very familiar with international tax law, but here's my guess:

LLC's don't pay taxes on the entity level, only on the individual level.

Therefore, if the individual is not a US citizen or otherwise subject to US taxes, I don't see how they would be taxed.

Anyone know for sure?
